I think they want a person with strong technical skills.

SQL Server is a database system, not a programming language. Neither is ASP.
Honestly, they are not asking for a programmer at all. Programming would
consist of a programming language - like C, VB, or Java.

It sounds like they're asking for a person who can use advanced web and
database technologies. This They want a person who can both handle content and
the tools to deliver it. This is not strange. This is what writers do.

You could tell the recruiter you can't do the ASP & SQL stuff. See what they
say. The worst they can say is no.
