I agree with much of what you say, except perhaps the most essential. SOX is not recommended, it is legislatively mandated and failure to comply carries criminal penalties. While the writer must be familiar with the legislation and how it impacts each individual business, any documentation must be cleared with the legal department, unless the writer also has legal training.
