Sounds odd to me. I personally cannot see the sense in that, except if
one were to write a resume that's really a sales brochure.

In many ways, a resume is a specialized sales brochure.

I suspect that what the headhunter was trying to get across is that a resume should show how you can be useful to the company where you are applying. I've taken this advice, and, for each job listed on my resume, I now have several different descriptions. Each description is true, but each emphasizes different aspects of the job.
