Joint Technical Architecture Vol 1-2

Hoping someone can answer an intellectual property question relating to my
writing tech documentation for a Naval medical website.
The general direction I've been given when I started was to adhere to the
IEEE standards dealing with Software Engineering.
I'm now working with :
IEEE Recommended Practice for the Internet--WebSite Engineering , Web Site
Management, and Web Site Life Cycle, 2001-2002.

But, it has been advised that I also get warm and fuzzy with the one sited
in the subj line here, and, in reading through the 1st half, it is not
citing but one IEEE standard though it does say that using commercial
standards is ok, at least that is my reading of it so far....

Under the JTA document in the Standards Selection Criteria it says, "the
following preferences were used to select standards:

.....
Standards that can be implemented without requiring intellectual property
rights are generally preferred."

I have no idea if this applies to me, meaning, are there *some IP rights
issues* I need to be addressing before I implement the use of an IEEE
standard?
