You positioned your cursor in front of the heading para and
inserted the page break. That means the page break took on
the same style as the para where you inserted it -- the
heading. Since Word sees two elements w/ the same para
formatting, it puts the number in front of the first one --
the page break -- instead of the second one -- the text para.

To fix the problem, go into normal view (so you can see the
break characters) and format each page break with a body
text style.
