Rakefet,

Probable cause: The cross-refs point to the previous page because you made
the page break (^m) part of the text being cross-referenced.

Try deleting all of the manual page breaks and modifying the chapter heading
style to be "Page Break Before." This is SOP for chapter heading styles in
many organizations.
