I would start by asking who needs information that they are not getting.
Make a list.

Centralized standards and centralized knowledge bases may or may not be an
effective answer to your actual information management needs. Contrary to
the hype, a lot of information is not shared and is not of interest to the
whole enterprise. Why spend money making available information that no one
wants? Don't implement a solution until you have defined the problem.
