IMHO proofreading should be done by the person who does it best. It is a rare talent (I know I ain't got it), and it does not necessarily come with a job title. Poll the company for people who (a) enjoy it and (b) can demonstrate that they're good at it. Proofreading/copyediting tests are easy to come by, including in the techwr-l archive; so you can evaluate the applicants if you get more than one. Make a case to the company that the winner of that competition should get the task, and if that person's time is too valuable to waste on this, then it shouldn't be done at all. But be prepared for the eventuality that you "win" the contest ;-)
