Perception of value. If the market percieves a skill as valuable (and rare) it
will be priced higher. A skill that is commonplace or oversaturated is priced
lower.

Generally, the rarer a skill is, the fewer people know it. As such, there is no
reason to be an authoritarian, since you cannot easily replace the workers.

Tech writers in some environments are not valued very highly. As such, there is
little threat to pushing them hard since those environments tend to view tech
writers as easily replacable. I am not saying I agree with that practice,
merely pointing out that it exists.
