Were I doing the same thing, I'd look at competitive books from similar
presses and gauge my estimate based on that. I doubt you need an exact
estimate.

Because it's a proposal, you need to think about when they might need the
manuscript. If it's a very timely book, sooner is better.
Remember--post-writing comes editing...then production. So 12 months
probably is too long for a book in our field (obviously, the subject
matter has a great deal to do with it).
