In our organisation I am responceble for maintaining and updating
templates. We have the following proces:
1. When I have a new or changed template I store it at a specific server.
2. I send a mail to our IT-administrators that new/changed templates are
available
3. The administrators updates our normal.dot files
4. It is standard procedure that every time you login the normal.dot of
Word, Excel etc. is replaced by the new one.
5. Default is that MS Office looks for templates on the network.

If you store the templates local and choosed that MS Office looks local to
find templates (p.e. our outside-consultants) you need manually update the
normal.dot files.
