My alma mater offers a certificate in Technical Writing.  It is for people
who have already completed a Bachelor¹s degree and don¹t want a Master¹s.
The curriculum is a lot like the Master¹s degree program, but without all
the pesky electives.

So the certificate would be in addition to a Bachelor's degree, which would
be preferable to just a Bachelor's degree.  Just a guess... I'm not sure how
many other universities offer similar programs.
