How did this morph into how I write my docs? I thought I was simply
giving my opinion on whether someone who recycles code because they
don't know the craft of writing code could be called a programmer...as
in "One who writes computer programs".

Whether you agree with or respect the approach is moot.
Point is, if you are writing for programmers and you do not take this
very common approach to the task at hand into consideration, then your
analysis of the target audience is incomplete/flawed.
