"Normal" style usually creeps in when somebody:
- Pastes something from a non-templatized document, or
- Hits return after a style that is followed by Normal.

One easy thing you can do is make sure all your styles are configured to be followed by body text, not normal.

More drastically, you can create a simple macro that replaces all instances of Normal with Body Text... You can then run this macro when accepting any document for review ("I don't know what happened to your 17-point Palatino formatting... You *were* using the standard styles... weren't you???")

If you are feeling really diabolical you can distribute this macro as an auto-open macro in your template - that'll fix their wagon.
