Call me old-fashioned, but I prefer people talk to me about this kind of stuff rather than getting a document from someone and be told to wrap it into the book or "make it look pretty".

My big question for you is:

Why do the tech writers need a document to tell them this? Have they not been involved in the project at all? If not, why not?

I personally think that in order for a tech writer to be successful, that writer needs to be involved in the project from the very beginning (scoping phase), and should be emmersed in the day to day development of the project. This way, content is developed from direct knowledge about the product and not just from info from others, which may or may not be correct, relevent, or appropriate to the release.
