I'm looking to create a vertical ellipsis in Word. Is there such a character? I can't find one, nor can I find anything about one in the Help or by using Google.

Am I stuck using 3 periods in each of 3 otherwise-empty consecutive paragraphs?

I wouldn't use periods for that. I'd use the center dot instead. It's a little bigger and averts the possibility of someone thinking it's a drag mark from a roller or some other sort of dirt. But yes, you need to set the character on three separate lines. Whether you make them separate paragraphs or just use a forced return (Shift+Enter) depends on how you have your paragraph spacing set up.
