Proposals are a cost of doing business, but care has to be taken that
you're not already doing a fair chunk of the job -- mostly the
planning/analysis end -- just by completing the proposal. For large
jobs, it's worth the investment if you tend to get a fair number of the
ones you bid on. 18.5 hours to prepare a proposal seems a bit high for a
job that is expected only to last 75 hours. IMHO, they should be able to
award a small contract like that based on your past work and a modest
proposal that clearly shows you understand their material and their
needs.

That's a lot of work, but it sounds like it paid off in that you won
the job. Creating proposals and estimations are part of the job.
