Go with WebWorks Publisher. It's a mature product, it works, and
unlike RoboHelp for FrameMaker, it's still available for purchase.

Both products work pretty much the same way, and both now sport UIs
that really require no tweaking beyond them. But, WWP has its sea
legs, has a faithful, helpful, and knowledgeable user base, and
produces damn good output, as advertised.
