There ARE XML tools, but XML is not a tool.

Actually, XML is very close to the core of technical writing. What's more
core to technical communication than the semantic identification and
structuring of information and data?

Unfortunately, too many people DO seem to view XML as either a format or a
tool and (IMO) miss the point.
