Actually, I've found that this isn't always the case. To me, it would seem that reviewers will concentrate on the validity of the information that is present not what information is missing.

To ensure that the information is complete and all procedures are included requires a separate and specific effort during the research faze of the project.

Yeah, I know. That's why I said "can" and not "will." :)
