Does it have to stay in a table? Is that the most effective way to
display the information both for comprehension of the current issue and
for placing that issue in the whole?

Squishing lengthy content into columns often means flipping back to find
out what you were reading about!

If the table format is dropped, then you have more space across the
page. Using styles and fields (MS Word?), it would be possible for each
page to have a 'breadcrumb' style of header or footer which would show
the relation of the current content to the troubleshooting section as a
whole. Or, a icon-style diagram at the beginning of each.

Unless, of course, you HAVE to keep it in a table.
