That depends if you refer to the set or the rules. In this case I would
go with "A set of rules that defines yadayadayada rocks." assuming you
are referring to the set. Else I'd say "A set of rules, which define
yadayadayada, rocks."

English is not my first language so I wouldn't take a shot if it wasn't
