And in this case "set of" needs to be deleted

It *needs* to be deleted? That's an editorial decision, and your stylistic preferences may not be the same as hers or those of her client or employer.

We don't all work for the same people. We don't all write the same kind of documents. What's right for you may not be right for others.

I still believe we can't make the call without seeing the complete sentence, possibly even the surrounding sentences as well. There may be cases where "set of" (or "collection of" or "array of" or something similar) is absolutely appropriate, perhaps even necessary.

Without context, all we can do is offer guidelines and guess at the best solution.
