I'm catching up on 3 weeks worth of e-mail (~3600 spam messages!?!), so
maybe I missed a similar answer to my own, but here goes:
Go to your nearest university that offers an Electrical Engineering
program. They'll undoubtedly have a copy of all IEEE and other Engineering
society standards (probably they'll have the CD-ROMs from all the various
organisations).
Most libraries let you in even if you aren't a student. If you can't get
in or to access the standards you need to be a student, contact the
student chapter of the IEEE. Someone will undoubtedly have no trouble
helping you.
