Right now, the tooltip info exists, but it is in the form of a Help page. When the user clicks Help from any screen in the app, they get a choice of a procedures page, which of course describes what to do on the screen, and a "screen details" page, which describes the purpose of each field and button on the screen. This method of providing info is bewildering for the user, particularly since the procedures contain steps such as "Fill out the rest of the fields." I would like to remove the screen details pages from the Help and, instead, attach this info to the app in the form of tooltips.
The benefit to the company is that there would be a single source file for all this info, much of which is reused in multiple screens. Maintenance is therefore much simpler. Customers will be happier because the app is easier to use.
3. Who's telling you that it would be a nightmare?

The person who describes this is a nightmare tells me that he is quoting someone who tried something similar at Corel.
