was a way.  Whether it was budgeted for or not is another matter.  In many
respects, test engineers are quite similar to tech writers in the way their
management and the rest of the development team often see them.  I used
to have an entire bulletin board full of clippings about various failures and
disasters of a spectacular nature that could have been avoided if only 
someone had budgeted for testing... :)
