We use Times New Roman for body text, Arial for headings, Courier
for code. Not particularly imaginative, but so far nobody has ever sent
us documentation feedback that comments on font design or claims that
the PDFs are hard to read. Nobody has ever sent us any letters
demanding that we pay royalties for distributing PDFs containing these
fonts, either. Generally, life around here seems complicated enough
without spending a lot of time worrying about these things. YMMV.
