What type of database? What is the purpose? There are many important.factors, and not one set of rules that can be applied across all situations.

Since you have provided few specifics, I could only suggest by dividing them departmentally to begin with. Chances are that the various departments are using your Whoozeewhatzit database to accomplish different goals, retrieve different types of data, etc.
