I recommend TopStyle Pro, from Nick Bradbury --

You can try it for free. It's a good way to learn CSS and HTML at the same
time. Don't learn HTML alone, because it's so much harder than with CSS.

HTML alone is far more tedious than it has to be; with CSS, it's very easy
to learn.
