You don't mention if it's for online use, but this page

Strongly recommends 12 pt type or larger for readability.

If you're updating styles for printed copy, this page

recommends using 12-pt or larger to accommodate people with disabilities.

One thing to keep in mind when changing font size is to adjust the text
column width so readability doesn't suffer. This page

recommends a maximum of about 70 charters (10 to 12 words) per line.
