understand why a DFDr needs political skills in a
politcally risky environment.

Political skills such as glad handing, and generally
acting like used car salesman help to keep a DFDr on
gauard agains attack, and also helps put peoples fears
at ease. Thats why used car salesmen act the way the
do - to guard agains attack and to put peoples fears
at ease.

I also find that wearing plaid sports jackets and
smoking cigars helps in tech comm projects:-)
