Don't scoff! One of the elearning companies I worked for used PowerPoint to
develop scripts. And the scripts often were for teaching people about using
applications. So I was writing technical documentation in PowerPoint.

After the client approved the scripts, they would be ripped into Director,
or the text portions would be copied and pasted into Flash.

It was a lot more usable than you'd think. We as writers could see exactly
how everything fit onscreen, in contrast with writer in elearning companies
that use Word templates (a lot of them do). And it made reviews easier for
clients because they would get a visual idea of what they were getting.
Again, you don't get that with Word.
