In a word, yes.

At my last place of employment, they laid of two full-time tech writers as
part of a 'cost saving' effort, and then immediately started interviewing
for a full-time writer in India. They also laid off 23 R&D engineers ... and
then spent a fortune of rehousing the remainder in a new building,
complete with new furniture, furnishings and equipment ... and the VP
cashed in some options for more than a $1M ... one law for the rich, one
for the poor.
