Since your printer is not using the PDFs that you send, why not ask why?
Several possible reasons are being given. It may have to do with the
layout program you are using to create the document, or it may have to do
with the software you are using to create the PDF, or it may be as
suggested that the printer's work flow system can not take advantage of
the PDF.

I have also had problems with software at printers that is supposed to be
able to take a PDF and create a plate (for printing), but, somehow the
type reflowed, and it was a mess.

Ask your printer to give you a tour of his shop and work with him/her to
privide exactly what he/she needs. On the other hand, you could look for
a different provider. But you will want to work closely with this printer
also. Yes usually for this type of document, your printer should be
giving you a proof or what used to be called a "blue line."
