Unfortunately, it's even less cost effective to have people constantly helping out the tech-writer. In effect, that means that the tech-writer costs the company not only his or her salary, but also part of the salaries of others.

Obviously, new employees have to be brought up to speed. Equally obviously, there's a certain amount of give and take and sharing of information between all members of a development team. Nor should you be so afraid of asking questions that you go off on a tangent and lose work time. All these are givens, and shouldn't really need to be spelled out.

My point isn't that a tech-writer should be completely self-sufficient. It's that a tech-writer should be as self-sufficient as is reasonable.
That's simply part of the job. However, it also has the practical result that, when you do need help, you are more likely to get it.
