Sorry, didn't mean to imply that this situation is your fault. I work in business too, I know how these things happen. Just wanted to point out that your options are limited at this point. You need to come out of this situation looking as unblemished as possible, especially since it's not of your creation. You may then not wish to launch into an impossible effort, but instead focus on one or two things that you could in fact accomplish in this timeframe.

So you have 12 business days to deliver a large product, and you haven't yet
decided on what your output will be, huh? Online help, PDF, word doc...
Nothing will be good. Don't worry about the format. For 12 days, you need a
plan to produce something, anything.
What about 13 PDF files and a working indexing system from one HTML page?
Maybe you could put all your huge :) amounts of time to use on developing a
navigation system that will let the user find the file they need as easily
as possible? That's not so easy in itself.
Forget Robo Help, ditch PDF also if necessary. I would try and do one thing
to help, such as the navigation. Let your manager take any heat, and back
him up as much as possible. You can't win this one.
