I'm coming into this conversation early, so if I'm out of line, let
me know. However, having spent over a year creating a set of
task-based documents, to do so is more involved than having a TOC
that points somewhere in a document.
Task based documents are written that way. Their approach is
different, their structure is different, and they are written
differently than a function or feature based document.
