Have you considered converting the generated LOP to a table? You can sort a table by column, so the second paragraph (column) of each pair would be in the order you want.

You might need to experiment a bit with the run-in paragraphs, to make it possible for them to be a column with the following paragraph to become the next column. Perhaps you could redefine the run-in to not run in in the generated list, and add a blank paragraph before each run-in, before converting to table, so that you can create columns from paragraph breaks, and rows from double paragraph breaks.

The run-in paragraph trick works great to include two related paragraphs
in each entry of a regular TOC since the paragraph pairs occur in the
proper order in the book. I use that trick all the time; for example, the
TOC entries for my API reference pages combine separate name and
description paragraphs.

But unfortunately, I don't think this approach will work for an a
alphabetically sorted LOP because the two paragraphs in each pair will
be sorted to different locations in the list based on their content.
