2 people have contacted me off list asking what the heck I am talking
about when I say 'passport signing professionals', so it occurs to me -
I haven't been very clear.
Oops.
Passport signing professionals = the 'members of a profession' that the
government allows to sign a passport APPLICATION (aka guarantor). These
professionals must belong to a set of specific professions (such as
lawyers, doctors, dentists, and, in Canada, professional engineers).
When these people sign a passport application, they are stating that
they have known the applicant for at least 2 years, and that the
applicant is who they claim to be on the passport application.
