First step is for him to read the existing docs for comprehensibility.
This is a one-shot chance, because after he's been there a while he won't
be able to identify the missing topics easily. Let him know that you
expect him to have "silly" questions that "only an idiot" would ask,
because those are the things that bug naive users.

Give him as big a project as you can, but insist on a doc plan and on
written reports each week. He should be telling you what he accomplished,
what he expects to accomplish next week, and what difficulties, surprises,
or changes in plans he found. It shouldn't take him more than half an
hour to cabbage together a report every Friday afternoon. YOU MUST READ
HIS REPORT and understand what to do about it.
