Don't forget "plan."

The simple fact is, despite the wishful thinking of some technical writers, anybody really can produce a
reasonably usable product document given enough time and knowledge of the product. What an effective documentation professional brings to the table is the
ability to successfully define, plan and complete a
usable product document *in synch with the product's
development plan and schedule.*

TW's are just like engineers, testers, etc. in that we
need to analyze, design, and THEN implement.
