To me, writing skills is a package that included:
1	The 'analysis' bit - understanding the product, user etc and
determining what they _need_ to know.

2	The 'management' bit - TW isn't a standalone activity and must
mesh in 	with the rest of the project; basically, meet your
deadlines.

3	The 'design' bit - how to present what the user needs in a
manner that 	is usable; the structure of the docs.

4	The 'writing' bit - layout, grammar, etc. Must be 'readable' and
the 	layout must be inviting.

By no means a definitive list :-)
