You can't import a section of another file, but you can store
that section in a separate file and import it to all the books
and chapters where it's needed. It's called a text inset, and is
described in the User Guide in the chapter on Importing, Linking
and Exporting.

You can choose whether to update all the instances of the text
inset automatically or manually.

Text insets work well for larger chunks of text--from a few
paragraphs up to a whole chapter. If you want to reuse smaller
chunks, other options in FrameMaker such as variables may be
more suitable.
