There's probably more to it than this, but one thing I'm pretty sure of is
you need to supply a style sheet to your users so they can view it in a
browser...there should be a .CSS or XSLT style sheet available in the RH
project, and then if you properly reference it along with the DTD, the XML
files can be viewed in a web browser.
