I used to use electronic copies for review: Word docs, PDFs, etc. I found that I was still having to nag reviewers and their managers to do any review at all. Finally I took to printing out the sections I wanted reviewed and putting them on the SME's desk; this was much harder for them to ignore than an electronic copy and got better response. One SME told me he appreciated having a printout because it meant I wasn't fobbing off the chore of printing out a section on him.
