From a quick peek, it looks like just a custom toolbar to me. In it, I am guessing that the designer created his/her own buttons for the defined bullet/number styles and simply recyled the existing icons (with modification of the red border). At the same time, it appears the designer has modified the existing Formatting toolbar to NOT include the button for bullets, numbers, indents etc.

Pretty straightforward stuff. I can explain in a bit more detail (although I am somehwat pressed for time on the immediate term) if you email me offlist.
