I relocated to London. You didn't mention where in Europe you are
considering working, so my responses may or may not be relevant.

I used the web to find and apply for the positions I've had while here
(one contract, one permanent). I found that Recruitment Agencies
specialising in IT/Computing had more, good quality tech writing jobs on
offer than some of the larger agencies such as monster.co.uk. However,
if you're hoping to get a job prior to your arrival, I expect that would
be more difficult, as in my experience the hiring process was quick and
competitive. I'd suggest speaking with a recruitment agency to see what
they think of your chances of getting a job prior to arrival.

Having a work visa is the most important and obvious consideration.
Assuming you have that, there's all the other changes that go along with
relocating to another country. If you mean anything specific to
technical writing, I've not encountered any major differences, except
that in the UK "Technical Author" is the standard title used. Which is
probably handy to know when you're doing those job searches...
