Quite frankly, it sounds like the company isn't interested in quality
product, procedures or documentation. The technical writer who wrote
documentation that nobody reads has been moved to QA???? That is as big a
warning sign as you could possibly ask for.

The second big warning is that your boss appears uninterested in supporting
your efforts or in making use of your skills to improve things. If he
doesn't want you to improve things in ways that are within your capabilities
and fall within your area of responsibility, then why on earth did he hire
you in the first place?

If you are interested in producing quality documentation, I suspect you will
need to find a new job soon, before the company does serious damage to your
sanity. I would start looking through the job ads now. Some jobs aren't
worth it.
