There are so many variables to consider:
How familiar are you with technical writing?
How familiar are you with the system?
What is your audience expectations? Are they looking for a great deal of detail? Is it a high level instruction guide?
Do your reviewers understand how to review? What tools/process are you using for review?
With indexing, it depends on your level of experience and the tools at your disposal. I'm a very slow indexer but a relatively fast writer.
Is someone other than you editing the work?
And a thousand more issues.
