I can see how these would be issues if I was asking for absolute numbers - how long will it take me? However, I have a fixed date. Management is already surprised that I wish to submit any kind of plan at all. So all that I really need in this instance is high level percentages - percent planning, percent writing, etc.

In my case, reviewing is a big issue, as two levels of management are involved. They ask for many changes, so one goal I have for the plan is to somehow manage the review process so I don't have huge changes requested the day before I need to publish. It will be an uphill battle, as the current process is somewhat chaotic.

There are so many variables to consider:
How familiar are you with technical writing?
How familiar are you with the system?
What is your audience expectations? Are they looking for a great deal of
detail? Is it a high level instruction guide?
Do your reviewers understand how to review? What tools/process are you
using for review?
With indexing, it depends on your level of experience and the tools at
your disposal. I'm a very slow indexer but a relatively fast writer.
Is someone other than you editing the work?
And a thousand more issues.
